7 muscle ups Mod- 7 C2B, 7 dips
10 Hang power cleans 135/95

I know we sometimes discuss with people about improperly loading bars with backwards plates, too light of rubber bumpers on a heavy bar however I have never seen such a loading of a bar as this. Could someone please explain to me what this is? Who in the world would load a bar like this?
